OBJECTIVES

A. The Network and System Administrator’s role is to ensure the stable operation of the Cooperative’s computer and network systems. This includes planning, developing, installing, configuring, maintaining, supporting, and optimizing all servers, storage devices, databases, local and wide area network hardware/software and communication links. The Network and System Administrator will analyze and resolve network, server and pc issues in a timely and accurate fashion and provide end user training where required. Provide system support and maintenance to servers, personal computers, printers, applications, phones etc. to meet current needs of the Cooperative.

REPORTING RELATIONSHIPS & CONTACTS

Establishes and maintains the following relationships for the purpose of coordination and communications.

A. Internal/External Contacts:

  1. Technology Manager: To take assignment from and to inform on any matter pertaining to computer systems, technical infrastructure and/or network; to seek advice, assistance and information as necessary or required, to consult, recommend, review, upgrade, maintain and support all information services as requested by the Technology Manager.
    1. Manager of Property and Fleet: To ensure that power, air conditioning and other concerns for the computer areas are satisfied.
  2. All Supervisors: To consult with, recommend and advise and receive information concerning changes to be made that may affect the network or computer needs for their department.
  3. Delaware Electric Cooperative Employees: To install, change or maintain personnel computer and network connections, answer help desk calls and give assistance and/or training where necessary.
  4. Other Cooperative Information Technology Representatives: To confer and consult, recommend aid and give assistance in the personnel computer, peripherals, local and wide area network and data processing systems of the Cooperative.
    To seek their advice and assistance as required concerning operation, maintenance and programming of equipment. To inform about the Cooperative’s Data Processing needs and to keep informed about new equipment and software applications.
  5. Vendors: To seek their advice and assistance as required concerning operation, maintenance and programming of computer systems, networking equipment. To keep informed about the Cooperative’s information technology needs and to keep informed
    about new software and hardware applications. To provide maximum support for the best cost.
  6. Professional Societies and other Cooperatives: To maintain representation and create opportunities for mutual service and benefits and keep informed of industry economic and technical trends, policies and new developments.

RESPONSIBILITIES & AUTHORITIES

Within the limits of established policies, budgets and legal requirements, assumes responsibility and has commensurate authority as delegated by the Technology Manager for the performance of the following activities:

  1. Assists with annual work plan and makes budget recommendations as appropriate for systems and networking. Participates with Technology Manager in the development of departmental long and short-range plans.
  2. Participates in technical research and development to enable continuing innovation, and initiates or makes recommendations to the Technology Manager
  3. Keeps Microsoft and network certifications and related appropriate training current.
  4. Provides training or individual assistance to users.
  5. Designs and implements disaster recovery and business continuity plans for operating systems, databases, networks, servers and software applications.
  6. Plans and performs server and network related hardware and software upgrades to minimize downtime.
  7. Apply systems analysis techniques to determine hardware, software and network performance. Ensure the stable operation and efficient performance of systems, databases, storage and networks. Minimize downtime.
  8. Monitor system capacity to determine its affect on performance and recommend/deploy enhancements to meet new or changing network and system demands.
  9. Install new/rebuild existing servers and configure hardware, peripherals, services, settings, directories, storage, etc. in accordance with standards and project/operational requirements.
  10. Install and configure all network hardware and equipment, including routers, switches, firewalls, hubs, UPSs, and so on.
  11. Inspect, maintain, and where necessary replace network cabling, data jacks, and other network-related equipment.
  12. Ensure network and IP connectivity of all workstations, application servers, and back-end office infrastructure.
  13. Develop, implement and maintain policies, procedures and associated training plans for network and system administration and appropriate use.
  14. Administer and maintain end user accounts, permissions, and access rights.
  15. Interact and negotiate with vendors and contractors to secure hardware and software products and services.
  16. Install, configure, maintain and troubleshoot end user desktops and mobile devices.
  17. Coordinate the work of outside specialists.
  18. Establish service level agreements with end users.
  19. Provide on-call technical support.
  20. Provide application level support for end users.
  21. Work as liaison between end user and application vendors.
  22. Fully support and administer copper and IP based phone system. Support voice recording, screen capture, IVR, Auto Attendant.
  23. Support centralized printing along with end user printers/copiers/faxes.
  24. Support AVL system along with vehicle cell modems.
  25. Administer and support employee cell phones.
  26. Monitor and support our WAN infrastructure and work with OT to maintain our fiber ring along with relevant hardware/software.
  27. Perform other duties as may be assigned by the Technology Manager.

QUALIFICATION & REQUIREMENTS

Occasional after hours / weekend work required when making changes that will disable core systems and/or portions of the network.

Occasional out of town trips and meetings will be necessary including attendance at technical seminars, conferences and professional meetings.

POSITION REQUIREMENTS

1.Education: Bachelor’s degree, with a technical major, such as computer science or engineering. Each additional year of experience may substitute for one year of education.

2. Experience: Must have at least five (5) years experience in areas of personal computers, systems equipment installation, service and repair and network communications installation, service and repair.

3. Knowledge: Must have a working knowledge of computer systems, network equipment and applications. Working experience with Windows, Unix and Linux server operating systems. Working experience with Cisco and Palo Alto routers, switches and firewalls. A working knowledge of system software currently used by the Cooperative is desired. A working knowledge of routers, switches and firewalls is necessary.

OTHER SKILLS & ABILITIES

Must have technical expertise in the areas of network and system administration and technical infrastructure. Excellent communication skills are required both verbally and in written communications. Have the aptitude for troubleshooting computers, servers and networks. Must be able to read and understand technical and instructional manuals. Must be able to work independently with minimal supervision. Ability to effectively prioritize and execute tasks in a high-pressure environment. Strong understanding of the organization’s goals and objectives. Strong customer service orientation.

SALARY

Exempt Status: The position is exempt from the overtime require¬ments of the Fair Labor Standards Act, as amended. This position requires availability for emergencies, peak work loads, attendance at meetings, etc., at all times, without additional compensation.

Salary will be in accordance with the "Wage and Salary Plan of Delaware Electric Cooperative”.
