Protecting Members From Data Center Impacts

Over the past year, you’ve likely seen news stories about the potential impact of data centers and other large electric loads on the regional and local power grid. DEC has taken a proactive approach to ensure our members are protected as we prepare for the possibility of a data center being built within our service territory.
 

Earlier this year, DEC asked Delaware lawmakers for greater flexibility in how we serve very large electric loads. The General Assembly unanimously approved legislation allowing our Co-op to decline standard offer service when doing so is in the best interests of our members.
 

The bill was signed into law by the governor, and we thank Delaware lawmakers for recognizing the importance of protecting electric cooperative members. The legislation was the first of its kind in the nation and gives DEC an important tool to manage the potential impacts of unprecedented energy demand while keeping Co-op electric rates among the lowest in the region. 
 

Our team is also developing a new fee and rate structure for data centers and other very large electric loads. Under the proposed approach, these members would be responsible for 100% of the costs associated with any infrastructure upgrades needed to serve them. The structure would also ensure that large-load members pay a fair share of the cost of the electricity they use.
 

We want to be clear: DEC supports economic development that benefits our members and the State of Delaware. At the same time, we believe it is prudent to establish the rules, rates and safeguards necessary to prepare for the possibility of unprecedented energy demand.
